Moldtelecom partnered with Kenmei to carry out a complex spectrum refarming process in Chisinau, the capital of Moldova.
The goal was to reallocate the 2100 MHz band from 3G (UMTS) to 4G (LTE), improving overall network capacity and user experience.
Since spectrum refarming was new territory for Moldtelecom (they usually used RAN vendors for this kind of projects) they turned to Kenmei for expert support and to keep network performance on track during the transition.
The Challenge
Refarming spectrum is technically demanding, especially when user experience must remain unaffected.
Moldtelecom needed to:
- Expand 4G capacity by reallocating the 2100 MHz band
- Maintain stability and performance throughout the process
- Optimize key functions like Load Balancing, Inter-frequency Mobility, and LTE Carrier Aggregation
Before working with Kenmei, Moldtelecom had limited experience with refarming. The operator also lacked tools to audit or process performance data at scale. That made it difficult to diagnose issues or ensure optimal parameter configurations across the network.
The Solution
Kenmei assembled a specialised engineering team to support the refarming process, focusing on three key areas:
Setting the right network parameters
to ensure smooth mobility and efficient traffic distribution
Monitoring performance site by site
to verify that everything worked as expected after the changes
Fixing and fine-tuning underperforming cells
based on critical KPIs
Given the service-based nature of the project, Kenmei worked closelywith Moldtelecom to exchange relevant datasets and performance logs securelyand efficiently.
The data used included:
- Physical topology of the sites
- Cell configuration parameters
- Hourly aggregated performance counters for each cell
All findings and actions were delivered in structured documents and reviewed collaboratively during technical sessions with the Moldtelecom engineering team.
The Impact
The result was a successful 4G spectrum refarming, delivering tangible improvements across coverage, performance, and mobility, all measurable within the first 4–5 weeks.
Key network improvements included:
Better 4G coverage, with no increase in call drops or degradation in throughput
32.7% faster voice call setup, reducing CSFB call setup time from 6.07s to 4.08s
More reliable handovers, with inter-RAT handover success improving by up to 5.62%
Smarter neighbour configuration, leading to up to 80% better ANR-related handover success
Lower network congestion, with a 0.5% reduction in high PRB utilization and throughput gains of up to 4%
